Pemerintah pusat mewacanakan untuk menghapus kewenangan kepala daerah sebagai
pejabat yang bertanggung jawab dalam penerimaan Pegawai Negeri Sipil (PNS).
Wakil Ketua Tim Independen Komite Reformasi Birokrasi Sofian Effendi
menjelaskan, dicabutnya kewenangan penerimaan PNS dari pejabat tertinggi di
suatu daerah ini karena maraknya praktek jual beli kursi PNS yang hingga saat
ini tidak terhindarkan.
Dia mencontohkan, dalam satu kabupaten kepala daerah meminta tambahan 2.000
pegawai. Berdasarkan data yang dimilikinya, rata-rata pejabat daerah mematok
suap Rp150 juta per orang agar diterima menjadi PNS.
Sofian menjelaskan, dengan pundi sogokan yang mencapai miliaran rupiah ini, maka
dalam satu periode penerimaan PNS tersebut kepala daerah mampu melunasi utang
yang dia pakai untuk kepentingan kampanye. Sementara tahun berikutnya praktek
suap yang masih terjadi disimpan sebagai keuntungannya pribadi, kelompok ataupun
golongan.
Jadi apa yang dia keluarkan sebagai bupati sudah terbayar di situ. Ini yang saya
namakan ATM kepala daerah, katanya ketika dihubungi, Rabu (13/2/2013).
Mantan Rektor UGM ini menyatakan, kewenangan pejabat politik dalam pola
perekrutan pegawai negeri juga karena alasan pegawai yang dipilih kebanyakan
berdasar pertimbangan politik dan bukan diukur dari kompetensi agar mampu
memberikan pelayanan kepada masyarakat.
Sofian menjelaskan, dengan adanya Rancangan Undang Undang Aparatur Sipil Negara
(ASN) maka pemerintah pusat akan memberikan kewenangan penerimaan PNS pada
sekretaris daerah di tingkat provinsi dan kabupaten kota dan sekretaris
kementerian untuk tingkat pemerintah pusat.
Guru Besar Fisip UGM ini menjamin, penerimaan PNS model baru ini akan dengan
mudah menghapus praktek suap PNS di daerah dan pusat. Apalagi di RUU ASN juga
akan membentuk komisi aparatur sipi negara yang akan mengawasi kinerja semua
birokrat dan juga birokrasinya.
Komisi ini juga yang akan mengawasi dengan ketat rekrutmen pegawai di semua
jenjang. Mereka yang akan memastikan penerimaanya akan berdasarkan pertimbangan
objektif, ungkap Sofian.
Sofian tidak menampik bahwa di semua lini formasi PNS selama ini
diperjualbelikan. Kebanyakan praktik ini ialah untuk menutupi biaya menjadi
kepala daerah. Dari laporan yang masuk ke tim independen penjualan formasi
pertahunnya secara nasional mencapai Rp30-Rp35 triliun.
Konsultan Senior di United Nations Development Programme (UNDP) ini pun
menerangkan, jika model penerimaan PNS tidak ada sogok menyogok maka PNS akan
mempunyai idealisme, integritas dan loyalitas penuh kepada bangsa.
